Nowy algorytm podziału dotacji dla uczelni. Szanse i zagrożenia dla publicznych uczelni zawodowych

Abstract

Subsidies received from the state budget are the most important source of financing of state schools of higher vocational education. Their amount is calculated based on appropri­ate algorithm. These subsidies represent almost 80% of total revenues of these higher education institutions. The aim of this paper is to present and analyze changes in the way of distribution of subsidies to state schools of higher vocational education which were introduced in the last decade and in particular the changes in force since 2017. The discussion on the consequences of the new algorithm with particular emphasis on the implications which may accompany optimizing the value of student-staff ratio by higher education institutions was taken in the paper. Analysis and discussion of these changes were preceded by a presentation of the overall financial situation of higher education.
