THE SOCIAL CONTROL OF SUS INTEREST TO NURSING
Abstract
Community participation in the elaboration of public health policies and in the follow-up that accompanies their implementation is one of the organizing principles of the “Sistema Único de Saúde” in Brasil, or Public Health System, as established by the Constitutional Bill of 1988. This is meant to constitute a form of social control (community participation) in the area of health. However such participation is not guaranteed by legislative decree. Rather, it is necessary that the various segments of the population participate in the Health Councils and the Health Conferences, which are the two principal forms of social intervention provided for by legislation. The actuation in the social control can contribute to the formulation of public policies that serve people’s needs more adequately. Therefore, the political participation of Nursing in these “spaces” is urgent in order to conquist better conditions of work and, as a result of this, one better health assistance to people. This paper is concerned with the relations between some basic concepts that support the social control exercise: State, public sphere, private sphere, public policies.
