Terra Prometida: between the project and the reality
Abstract
One of the most serious urban issues frequently observed in Brazilian cities and towns is the Housing problem. The “Terra Prometida” project is an example of that. Studying this land development opened in the 1990s, this research examines how the public administration, in the city of Campos dos Goytacazes, has managed housing provision, for the low-income population. The research aims, mainly, to expand knowledge on housing policies carried out in that city. The investigation intends to indicate the importance of planning, executing and evaluating housing policies that take into consideration the population’s participation at different moments.
