Abstract

RETRACTED ARTICLEThe author addresses the problem of destruction of old and creation of a new social and political system. The author emphasizes the diversity of local governing bodies which were being supplanted by the Soviet power. The mechanism of this process is shown on the sample of Stavropol region.
