ON THE ISSUE OF ANALYZING THE MECHANISM OF SPENDING FUNDS IN STATE (MUNICIPAL) INSTITUTIONS

Abstract

In the modern world, the development of municipal and state institutions that significantly affect not only the material and social status of the majority of the Russian population, but also the effectiveness of the state's socio-economic reforms is of particular importance. In the process of making any decision in institutions, the necessary information is used for this purpose. The accuracy and completeness of such information is extremely important and ensures that any decision is made in a reasonable manner, taking into account the greatest possible number of factors. Information support is formed by collecting, processing and preparing information for making managerial decisions. State (municipal) institutions consider information on income and expenses of their activities as the Foundation for making optimal decisions, a means that allows an institution to acquire competitive advantages, reduce financial risk, analyze the situation of the external and internal environment, implement a development strategy, and improve the efficiency of the state (municipal) institution. The mechanism for spending funds in state (municipal) institutions is provided by the analysis of performance and is aimed at finding resources to increase the economic effect and confirm the rationality of management decisions. In turn, the analysis is carried out by applying the method of aggregate performance indicators, which gives a generally objective assessment of the institution's activities for each item of economic expenditure.
