GOVERNMENTAL REGULATION OF WATER SUPPLY IN RUSSIA: CONDITION AND PERSPECTIVES
Abstract
Ensuring the comfort of housing is associated with the provision of utilities. There are no direct state competencies in this system of coordinates, but in order for the system to work effectively, its task is to create the necessary institutional environment and encourage all participants of the process to take effective action. The problem is seen in the fact that the housing and public utilities complex (HPUC) goes from a pulsed dynamic to a relatively stationary state and becomes hardly noticeable to the consumer both in terms of the availability and quality of services, and in terms of their payment. The de-monopolization of housing and public utilities complex makes this sector difficult to regulate, the costs of housing maintenance and the provision of utilities are becoming tasks with different vectors.
