The system of education in Russia for over ten years is under reform and modernization. Transformation into a two-tier, and then a three-tier system of education with the inclusion of postgraduate into a separate level of education has allowed us to move closer to European standards, maintaining the identity of education. Academic and solidity of Russian science even after its modernization remains unshaken, but its applied and practical aspect develops very slowly. Russian education adapted more from models of education systems presented in different countries, trying to create its ideal model that would fit the needs of our state. But so far it has not been created because of the many aspects: historical, political, geographical, regional, economic, etc. Russia, using the experience of other countries, goes its own way, but at the same time trying to make the education system "understandable" for the rest of the world. Experiencing a difficult period, high school finds alternative mechanisms of "smoothing sharp edges." The system of additional continuing education, as an innovative model, successfully operates on the basis of a single classical university in Kamchatka territory and provides an alternative to the current situation.
