In the past, an incomplete national or local urban network used to be considered by geographers as an underdevelopment feature. Today, since the category of town and country planning and improvements have lost their practical meaning, we rather speack of international and/or national networks of cities and of town planners who, freely and, theoretically, without hierarchy, join in partnership. The latino-american cities, through their local communities, and the latino-american town planners – both operators and researchers – join the networks created by foundations or international organisations. The network has so turned into a political category and the privileged partner of the local powers.
