The Development of a Program to Develop Teacher’s Competency in Learning Management to Promote the Critical Thinking under the Secondary Education Service Area Office, Nong Khai

The objective of this research was to study the current state, desirable state and the priority needs index of learning management that develops teachers’ competency in learning management to promote critical thinking under the secondary education service area office, Nong Khai. The sample group consisted of 333 teachers classified by school size under the secondary education service area office, Nong Khai, and the program was investigated by 5 luminaries. Research instruments used for collecting data were a questionnaire, interview form, and program assessment form. Data were analysed by percentage, mean, standard deviation, and priority needs index. It was found that the current state of learning management overall was at a moderate level, the desirable state overall was at the highest level, and the priority needs indexof learning management inorderofnecessity from most toleast were; thinking evaluation, group thinking training, summary thinking result, presenting a problematic situation, individual thinking training, and preparation. The result of the program development and assessment of the suitability and possibility of the program found that the developed program consisted of seven components: 1) program principles and concepts, 2) program objectives, 3) goals, 4) structure of program, 5) method of program, 6) learning materials, and 7) program measurement and evaluation, program suitability and possibility overall were at the highest levels.
