Actors and Practices: The Parliamentary Elite production of Laws in the Chamber of Deputies in the Fernando Henrique Cardoso’s Governments (1995-2002)

Abstract

The objective of this paper is to analyze the production of laws of the pertaining members to the parliamentary elite of the Chamber of Deputies. The members of this select group occupy the main key-positions, carry out important activities and have influence on the main decisions of the Chamber of Deputies. This paper analyzes the period of 1995-2002. The results achieved were: a) the members of the parliamentary elite presented 1.193 projects, but only 53 have been converted in law, b) more than half of the projects have been filed, c) eight projects have been vetoed by the president of the Republic, once they opposed to the public interest and d) the majority of the proposals converted in law was of high relevance and of the social area.
