Determining Sustainable Criteria for Modelling of Eco-parks by Integrated Capability Assessment (ICA) Paradigm in Tehran Urban Environment

The urban environment is a techno-ecosystem shaped in the historical sequence of land developments and its environmental management and planning requires a new paradigm of sustainable development to integrate natural-cultural dimensions and intertwined human-landscape relations in the form of holistic approach. Urban eco-parks play an effective role in public education to improve the performance and efficiency of the city's energy and matter cycles, and provide a platform for people to actively participate in the planning and implementation process. The purpose of this study is (a) to develop modeling criteria and (b) to locate suitable sites for ecopark construction with an urban landscape ecologocal approach in Tehran metropolis. Four components including park criteria, ecotourism model, landscape metrics and expert opinion checklist were used to formulate the ecopark modeling criteria. Sub-criteria were then prioritized through the Integrated Capability Assessment (ICA) method for modeling ecopark. Initially, data preprocessing was performed: At this stage, the relevant layers were obtained directly or through spatial analysis of ArcGIS 9.3 software and all were mapped 30 m into the UTM coordinate system. At the processing stage, the grid-cell layers were integrated using Weighted Overly tool and at the suitability evaluation stage by comparing Tehran's EcoPark model with the integrated layers using Map Algebra, potential locations were identified. Preliminary results of this applied research showed that there are 13 suitable sites to become an ectopark in Tehran. In the final step, checklists that were based on a sustainable location model were used to identify the most desirable sites. Finally, the integrated capability assessment showed that among the 13 selected parks, five Jamshidieh, Pardisan, Taleghani, Cheitgar and Velayat sites have the most potential and fit for establishment of ecopark establishment. Pardisan Park has the highest desirability for constructing an ectopark at Tehran metropolitan scale by examining the infrastructures, facilities and other necessary conditions for the construction of the urban ecopark.
