Abstract
Since the late 1960s, the French Basin Agencies and Committees have worked to institutionalize water management as a common pool resource, although it has not always been recognized as such. Similar organizations were created in Brazil in the 1990s. This paper proposes to analyze the extent to which bulk water levies in France and Brazil have allowed the emergence and consolidation of collective actions that are close to the principles of Commons.
