This paper is centered in researching the strategies in order to build The State System of Teacher Education in Durango, Mexico, An educative politic which was derived from the commandment consigned in the General Law on education in 1993. It was developed from the question: How would The State System of Teacher Education constitute in Durango? And the goal: “Identify the strategies to build The State System of Teacher Education in Durango”. The research is of a qualitative approach and a combination of this kind of methods was used such as: case study research and the grounded theory. The data collection methods were the semi structured interview and the observation by stakeholders. The paper shows, from the found outcomes, the principal informants’ opinions which are related with the integration of the system and their implications both normative and cultural. We found that the system is designed from the general system theory however in the quotidian; the system works more according to Social Systems Theory by Luhmann.
