Abstract

In practice, one of the biggest problem for public services is how to conduct open competitive procedures for administrating, servicing, maintaining and developing IT systems. Due to various factors, there is a large dependence when it comes to the providers of these sys­tems. This article presents the principles which the Purchaser should follow in order to reduce the risk of being dependent on the system provider, which also enables the buyer to follow an open competitive procurement.
