In the current context people constitute the fundamental capital of an organization and therefore the success in fulfilling the projected mission depends increasingly on the knowledge, skills and abilities of its workers, that is why training becomes a of the main tools that companies, organizations and administrations have to strengthen and develop their human resources. In the current context, people constitute the fundamental capital of an organization and therefore the success in fulfilling the projected mission depends increasingly on the knowledge, skills and abilities of its workers. Training for the improvement of human capital constitutes an investment, so it is necessary to assess its impact from the improvements that occur with the introduction of knowledge, skills and techniques acquired by workers once trained, in the improvement of performance and therefore of organizational results. The calculation of the return on investment is an effective tool for organizations and their training management system. This research aims to implement a procedure that contributes to the projection and evaluation of the training management process. It is based on the conception that the training of human resources constitutes a necessary and essential investment with a view to the progressive development of the entity and society and the importance of measuring the impact of training within the organization is analyzed. proposes a procedure for the projection and evaluation of the training management process in a public institution with the purpose of contributing to the improvement of performance in the organization.
