Considerações sobre a(s) tentativa(s) de desmonte da educação especial na perspectiva da educação inclusiva (2016-2022)
Abstract
This article aims to present some reflections on the "New National Policy for Special Education: Equitable, Inclusive and with Lifelong Learning (2020)", instituted by DecreeNo. 10.502, of September 30, 2020. It was referenced authors such as Azevedo (2001), Bonafont (2004), Correia and Baptista (2018), Höfling (2001), Nascimento (2015), Martins (2010), Silva (2010), Souza and Pletsch (2017), as well as educational policies and legal documents, such as the 1988 Federal Constitution (Brazil, 1988); LDBEN -Law No. 9. 394/96 (Brazil, 1996); Decree No. 7.611 (Brazil, 2011); National Policy for Special Education from the Perspective of Inclusive Education (Brazil, 2008) and the National Policy for Special Education: Equitable, Inclusive and with Lifelong Learning (Brazil, 2020). To this end, it is structurally divided as follows: "The Construction: Public, Social and Educational Policies and the National Policy for Special Education from the Perspective of Inclusive Education(2008)" and "The Breakdown: Decree No. 10.502/2020 and the New National Policy for Special Education: Equitable, Inclusive and with Lifelong Learning (2020). In this way, it can be concluded that since the arrival of Michel Temer to the Presidency of the Republic in 2016, there have been attempts to dismantle public social and educational policies, worsening even more with the reactionary government project led by former President Jair Messias Bolsonaro (2019-2022). The repeal of Decree No. 10.502/2020 came with Decree No. 11.370, of January 1, 2023, signed by President Luiz Inácio Lula da Silva.
