【Objective】 The aim of this paper is to analyze the three key issues in agricultural water management, which include agricultural water metering system, agricultural water price, and agricultural water autonomy, in attempts to improve agricultural water management. 【Method】 Using literature survey and on-site investigation, we analyzed the three key issues in agricultural water management and elaborated their understanding. 【Result】 The three issues have an important impact on agricultural water management and affect sustainable utilization and management of agricultural water. 【Conclusion】 The measurement of agricultural water use should consider local conditions. The agricultural water price should not consider other factors and functions, but gradually return to the function of maintaining the sustainable operation of water conservancy projects. Making full use of agricultural water autonomy is important to improve the management of agricultural water.
