Financial autonomy of Moroccan municipalities: the case of Agadir municipality

Abstract

The study of financial autonomy is an interesting issue in local finance management. This study evaluates and determines the level of the financial autonomy of Agadir municipality through a synthetic index developed by the interval scale index method for 2018-2022. The results of our study demonstrated a low level of financial autonomy with a high level of dependence of municipality on the transfers of the state. The municipality is unable to collect sufficient resources to financing its investments and daily services.
