Technology is a tool for everyday application, which allows men to accomplish the tasks for which it was designed as an efficient being, but if someone decides to discard it, that would be impossible, since we live in a society that punishes the technological illiterate. Mexico and Latin America participate with people and its organizations in the network, in the liquid life of the knowledge and information society. Mexico in particular, advances to important steps in the development of digital infrastructure, but it is not as important as the developed countries in this subject, in spite of its intention to be part of this global world of information and communication technologies. This survey is a reflection on the importance of Information and Communication Technology (ICT), in our country, from an organizational perspective, understanding by this, a deeper search of the impact of technological development, specifically ICT, in the human being.
