Les identités professionnelles à Pôle Emploi en France chahutées par les restructurations liées au mouvement de centralisation/décentralisation

Pôle Emploi, the French public employment service, was created in 2008-2009 through the fusion of two large public agencies. Since then, its 50 000 employees are faced with rising unemployment, while having to adapt to a new model for management of public services. The new model attacks their previous monopoly on professional legitimacy in the field of employment. Employees from the precursor agencies now have the choice of joining or not joining the national collective bargaining agreement. The different representative trade unions are deeply split, notably along lines of categories of employees.
