L’adhésion des collectivités infra-étatiques aux organisations régionales. Enjeux de la participation des collectivités territoriales françaises d’Amérique dans les organisations régionales de l’espace Amérique-Caraïbe
Abstract
The French territorial authorities of the Caribbean-America area (CTFA) benefit from a specific legal regime to promote their integration into their immediate environment. Their international capacity, which forms part of the legal framework of the external action of the overseas countries, is formalized progressively through a legislative framework granting them, in particular, the possibility of joining the regional organizations of their area of belonging. In the singular Caribbean America space, the CTFA fully mobilized this possibility, by requesting their admission to regional organizations such as OECO or CARICOM. Such an approach reflects issues for both the CTFA and the regional organizations concerned, and even for France.
