Ecological civilization is the natural basis and constraint condition of marine economic development, which endows marine economic development with richer connotation. The high-quality development of marine economy is the inevitable trend of marine economic development under the background of ecological civilization, and its connotation includes: (1) changing the growth mode of marine economy, optimizing industrial structure, enhancing endogenous power and realizing the steady growth of marine economy; (2) effectively improving the supply capacity of marine ecological products; (3) improving social welfare. Hainan Province, as the province with the largest marine area in China, has obvious strengths in resources, location, ecology and policies, as well as weaknesses such as small overall scale of marine economy, weak industrial base, imperfect system and mechanism, shortage of talents, etc. Faced with important national strategic opportunities such as building a free trade port, and threats such as the complicated and changeable external environment, regional homogenization layout, and insufficient marine scientific and technological innovation ability, it is an inevitable choice to promote the high-quality development of marine economy. Based on the above analysis, this study put forward the exploration of high-quality development path of marine economy of Hainan: (1) scientific planning to further optimize the layout of marine economy development; (2) building a modern marine industry system with Hainan characteristics to provide strong support for the high-quality development of marine economy; (3) strengthening the innovation of marine science and technology to enhance the endogenous power of marine economic development; (4) improving the supply capacity of marine ecological products to strive to promote the transformation of marine development mode to recycling; (5) improving social welfare and realizing economic development to benefit the whole people.
