CIVIL SERVANTS’ LEADEERSHIP DEVELOPMENT AS THE MEANS OF IMPROVING THE COMPETENCY-BASED MODEL OF PERSONNEL MANAGEMEMT IN CIVIL SERVICE
Abstract
The article depicts the phenomenon of leadership as an important area of personnel policy in public service as a tool to enhance and improve the efficiency of public authorities and local governance. A scientific and methodical approach to improving competence-oriented model of personnel management in the public service is proposed by evaluating and developing leadership competencies of officials of the public and local authorities which allows to verify the relevance of the administratively appointed civil servants, to define informal leaders, and persons who require further leadership development. It was determined that training programs for civil servants on the basis of specialized higher education institutions should be appropriate for needs of leadership development among officials in regards of the requirements defined by the profiles of leadership competencies in the public service.
