Factors affecting the completion of public-private partnership (PPP) projects: Case study of Ho Chi Minh City

Public-private partnership is one of the best solutions to help save the government budget, develop the infrastructure and improve the quality of public services and has become a popular research topic in developed countries. However, there are few studies on this topic in developing countries like Vietnam. This study aims to understand the factors affecting the completion of public-private partnership projects (PPP projects) in Ho Chi Minh City (HCMC). Quantitative research methods are used for data analysis including Descriptive Statistics, Cronbach’s Alpha Testing, Exploratory Factor Analysis (EFA) and Relative Importance Index (RII). The research results show that factors of Risk Management, Effectiveness in Project Implementation, Project Finance, and Politics and Business Environment all affect the completion of PPP projects in HCMC. The study also indicates and ranks the impact of factors in the above factor groups within the sample collected. The author accordingly made some policy recommendations for PPP projects being implemented in HCMC.
