The study aims to analyze the institutional framework for theexercise of transparency and access to public information in the Andean region,to promote understanding of the results achieved and its role in preventingcorruption of Colombia, Ecuador, Perú and Bolivia. The institutional analysis anddevelopment framework was used, the models in the region were explored, andinstitutional rules and statements were examined. As a result, common aspects ofthe models are described, evidencing that the citizen must go through the publicframework in several instances prior to obtaining information; since, althoughthe organisms of the system must act together, the formal links to promote theexpected direction are not noticed. An emphasis on the obligation of publicentities and not on the exercise of citizen rights is identified. It is concluded thata limited institutionality is prescribed and, with it, its democratic purpose isdistorted.
