Normative order’s notion does not pretend to develop some kind of a rigorous science of perfectunderstanding of human and social processes, nor does it claim to provide the final truth of normativeprocesses at all levels. What I want to argue by way of the above brief account of gap in the laws and theirimplementation is that the capability of law to control behavior is highly circumscribed. Law as an instrumentof social reform has a limited utility if at all.
