The university extension in higher education institutions in Paraguay and, with greater emphasis on public management, constitutes a double opportunity for the academy since, on the one hand, it allows students to apply theoretical knowledge in incipient situations. of the surrounding reality and, on the other, a mechanism for higher education to attend to the needs of the population and position itself in the minds of citizens as an institution that not only trains professionals but also becomes a concrete laboratory for actions positive for society. The investigation included the bibliographical - documentary review and the field work in which a semistructured interview was applied to qualified experts and a survey of 53 leaders of the communities approached by the FCE UNA. The study is carried out from the analysis of the current situation of the Directorate of Extension and Services of the FCE UNA, a dependency that in its missionary postulate is in charge of the generation and approval of university extension activities. This work evidenced the need to propose the effective procedure to guarantee that the university extension programs executed by the Faculty of Economic Sciences of the National University of Asunción collaborate in the relationship with vulnerable sectors and evidences the need to generate a proposal that consists of adjusting regulations in force regarding university extension so that not only intramural activities are encouraged but also extramural activities are established in the subjects of the curricular meshes in such a way that by having the legal regulations that support the links, it will be achieved the harmonization of university extension with vulnerable sectors.
