A Comparative Study of City and Village Islamic Councils with the Components of the Representative System
Abstract
The democracy system is based on the representation of modern political concepts on which most modern democracies base their government structure. In the representative system, governments do not claim to rule over the people, but they claim to be represented by the people and act on their behalf, and in this way the people are able to rule themselves. The representative system has components such as elections, monitoring, accountability, immunity of the nation's representatives, etc. Therefore, in this descriptive-analytical research, we intend to explain and analyze the conditions of the candidates, the qualifications and supervision of the city and village Islamic councils, which according to the seventh principle of the Iranian constitution are local decentralized organizations. One of the main elements of decision-making and administration of the country's affairs is to match the components of the representative system. This research has two parts, the first part is about the system of representation and its components, and the second part is about Islamic city and village councils and its compliance with the components of representation.
