OPTIMIZATION OF DEMOGRAPHIC PROCESSES IN THE FRAMEWORK OF MIGRATION POLICY AND THE ECONOMIC SECURITY OF REGIONS
Abstract
Given the unfavorable demographic trends of the population inRussia, especially in the North-West Federal District, greatly enhanced the relevance of the study of the demographic component of society.The object of study – the demographic situation in the region as an example of theKaliningradregion. Subject of research – especially migration of theKaliningradregion.In this paper we apply scientific methods: the dialectic, comparisons and analogies, analysis and synthesis, deduction and induction, abstract, logical, historical and retrospective.The purpose of this article is to determine the characteristics of the migration situation in theKaliningradregion to justify recommendations for optimizing the demographic processes in the region.To achieve this goal, the following objectives: An analysis of regional, national and international (due to the uniqueness of the situation in the region) factors in the formation of the migration situation in the region; Identify and justify the temporal features and components of the current trends of migration of the Kaliningrad region; Analyze and identify the challenges and prospects of development and migration as a result of demographic development, as well as off er advice on how to optimize in the Kaliningrad region.The Results. As part of the presentation of the present article the author has found that migration relations of theKaliningradregion, the strongest withKazakhstan,Kyrgyzstan,Uzbekistan,UkraineandArmenia. Migration relations withLithuania,PolandandGermanyare at the level of statistical error. The main reason for migration in theKaliningradregion is an economic factor, but not in the region and in the country of origin of migration in theKaliningradregion.Conclusions / significance. Kaliningrad region was the westernmost region of the Soviet Union and now is the westernmost region of the Russian Federation, which is reflected on the specifics of settlement area – quite a large percentage of military personnel, which eliminates the possible manifestations of separatism in the region due to the "isolation" from the rest of Russia. Analysis of migration flows Kaliningrad region showed migration communication in both directions with Kazakhstan, Uzbekistan, Kyrgyzstan, Armenia and Ukraine, but it does not with Poland, Lithuania, Belarus and Germany, whose territory before World War II and was the Kaliningrad region. In the future, we can predict the establishment of migration flows with Belarus, Lithuania, Poland and Germany, but it is rather a long-term forecast, rather than a short-term and medium-term. To optimize the development of migration flows author recommends that you install air service of the type «low-cost» of the major cities of Russia in Kaliningrad, the active promotion of the information space of Russia and the CIS countries the image of the Kaliningrad region as an amber edge, the development of SEZ «Yantar» and various regional programs Euro-region, which is a member of the Kaliningrad region.
