تجربة الإدارة الالكترونية في الجزائر بين مقتضيات الشفافية وتجويد الخدمة،وإشكالية التخلص من منطق التسيير التقليدي

Abstract

The developmental shift in all its economic, social, political and cultural senses requires speed, accuracy and perfection in performance, and simplification of administrative procedures and the improvement of the state-citizen relationship. For this reason, Algeria starts to think about addressing the public administration’s defects through the adoption of a strategy of transition into e-administration to get rid of the window system, and of the traditional management, which resulted in several negative practices such as bureaucracy, bribery and corruption. However, what are the necessary constituents of a successful transition? Is the internal and external environment of the public administration ready for this transition? Is the transition into an e-administration worthy introducing? This study will attempt to answer these questions.
