地方層級課程治理之初探性研究:以嘉義市為個案 Local-Level Curriculum Governance: A Preliminary Study in Chiayi City
Abstract
本研究旨在探究地方層級課程治理的實踐,以臺灣嘉義市為個案。自臺灣教育 改革與《地方制度法》實施後,地方縣市教育局處的角色和責任也得到了提升。然 而,地方政府在面對教育治理中扮演的關鍵角色,特別是在課程發展和教育質量提 升方面,仍然存在挑戰與問題。本研究旨在解析地方層級課程治理的驅動因素,以 及嘉義市的治理思維和機制。透過文件分析、深度訪談和焦點團體訪談,本研究首 先指出地方層級課程治理日益重要的驅動因素;其次發現嘉義市課程治理與地方首 長教育領導的緊密關係,透過教育發展綱領作為治理思維的引導,以及專案辦公室 在地方課程治理中所扮演的關鍵整合機制。最後,提出未來深入研究的方向,以進 一步探討地方層級課程治理的相關議題。 This study aims to investigate the practice of local-level curriculum governance, with Chiayi City in Taiwan as a case study. Since the implementation of education reforms and local government legislation in Taiwan, the roles and responsibilities of local municipal education bureaus have been elevated. However, challenges and issues still persist for local governments, particularly in their pivotal role in education governance, especially in the realms of curriculum development and enhancing educational quality. This study seeks to analyze the driving factors behind local-level curriculum governance and the governance mindset and mechanisms in Chiayi City. Through document analysis, indepth interviews, and focus group interviews, this study reveals the close relationship between curriculum governance in Chiayi City and the educational leadership of local mayors. It highlights the guidance provided by educational development guidelines as a governance framework and underscores the crucial role played by the project office as an integrative mechanism in local curriculum governance. Finally, we propose directions for future research to further explore relevant issues in local-level curriculum governance.
