The purpose of this article is to discuss the conflicts generated by the imposition of urban reforms in Florianopolis (SC) during the military dictatorship, with developments in the democratic period. It explores the clashes between urban projects in a city built around the values of the middle classes and the gradual constitution of new utopias and social horizons based on democratic struggles for the right to the city, taken as a dimension of human rights. Florianopolis has become a stage for disputes over social representations built about popular urban groups and the difficult fulfillment of demands inspired by the utopia of human rights.
