Le déploiement spatial des flux financiers publics chinois en Asie du Sud-Est : une analyse à partir de la base AidData
Abstract
This article analyses the AidData database, which lists Chinese cooperation and development aid projects in the world, and in Southeast Asia from 2000 to 2017. In relation to Chinese strategies and those of the host countries, it especially examines the differences in the temporality of these Chinese flows by country and by period. It also focuses on the differentiations in terms of economic sectors and in terms of actors between the two main parts of Southeast Asia, continental and island, and between the countries in each group. Analyses at the country level and then at the project level then led us, thanks to cartographic tools, to highlight the spatial configurations of Chinese aid in Southeast Asia. They appear strongly associated with the proximity of the border with China and with the location of continental transport corridors. The aim of such an analysis is to identify the main lines of Chinese public financial flows in Southeast Asia. It also has a methodological purpose, by underlining the interest and the limits of this database, on the basis of a few examples.
