European Union: the War with Terrorism is not over

The article deals with the current terrorist situation in Europe and the new methods of countering terrorism in the European Union. Based on the study of the EU agencies’ documents, the author concludes that effectiveness of the MS law enforcement agencies in fight against terror- ism has improved. At the same time, the challenge of the ISIS propaganda, which became techno- logically advanced, requires an adequate response from law enforcement agencies, new forms of cooperation, first of all, information exchange, application of new technologies, interaction with Internet providers. The fate of the EU regulation has been traced, which compels digital platforms to remove radical, violent and terrorist content. Contradictions between the EU institutions in the course of the decision making are analysed. Among modern security challenges, the article men- tions the problem of foreign fighters and their return to the MS from combat zones. The author in- vestigates the reasons for the law enforcement agencies’ concern about the prospects of 5G technol- ogy, which may hinder fight against organised crime and terrorism. The article draws attention to creation of the Counter Terrorism Register – a database to streamline exchange of information be- tween MS on potential terrorist crimes. In conclusion, the author considers the balance between se- curity and human rights a remaining key problem of EU policy.
