GESTAo DE pOLíTICA PÚBLICA DE GERACAO DE TRABALHO E RENDA: uma análise do programa nacional de incubadoras de cooperativas populares

Abstract

This work aims to identify and analyze the main characteristics of the conduction undertaken management form the "National Program 01 Popular Cooperative Incubators" (Proninc - Programa Nacional de Incubadoras de Cooperativas Populares). Considers that the public pellotes represent the State in action, leads to the understanding that the lorm 01 administration the State assumes will influence decisively on the management of a public policy. Applied a qualitative approach 01 empirical-theoretical natura. The collection 01 data occurred by means 01a bibliographic research, documental research and performance 01 interviews with Proninc's key-actors. Checks that, when performing aligned characteristcs with the perspecti ve of public social management, the Proninc management is inserted in a public administration field that relies on the social management as a pillar. Nevertheless, the institutional fragility showed, mainly through the difficulties experienced in relation to the insecure and instable financial resources, limits the plain exercise of this construction and compromises the effectiviness 01 the studied public poücy.
