A Preliminary Study on Cultivating Marine Innovative Industrial Clustersin Guangdong During the 14th Five-Year Plan Period: Based on the enlightenment of EU experience
Abstract
Guangdong, as China′s largest marine economy province, has laid out six major marine industries. However, domestic and foreign scholars′ researches on marine industrial clusters mainly focused on the reasons of marine spatial agglomeration, the characteristic development direction of marine industrial clusters, the relationship between industrial agglomeration and regional economic development, etc., but the organization and management mechanism for the actual operation of marine industrial clusters was insufficient. This study took 107 marine innovative industrial clusters in Europe as the research objects, sorted out the layout of the frontier and cross-domain of the marine industry, studied the spatial distribution characteristics of industrial clusters, and focused on the advanced organization and management mode of industrial clusters. The results showed that the European marine innovative industrial clusters had taken sustainable blue growth as the main line of development, with balanced spatial distribution and coordinated development through dislocation and division of labor. A large number of industrial cluster promotion agencies and regulatory systems had been systematically established, and international strategic cluster partnerships had been established to guide the healthy development of the cluster. On this basis, this paper put forward some suggestions on cultivating marine innovative industrial clusters in Guangdong from the perspectives of cooperation objects, organizations, exchanges and cooperation, capital incentive and supervision system.
