In modern Russia, corruption has acquired signs of institutionalization: rules, mechanisms, and entities that carry out intermediary activities have been formed. Public civil control is considered as one of the factors in combating corruption, as it ensures the control of the state by society. This actualizes the task of forming an institution of public control in Russia. The formation of public control in Russia takes place with the leading role of the state, which affects the activities of the subjects of public control - public chambers and public councils under the executive authorities. These social formations remain dependent, led and do not yet have significant public resources. In recent years, attempts have been made to increase the degree of independence of the subjects of public control, to develop measures to increase the significance of their decisions, and to activate public civil initiatives. Further development of the institution of public control in the country depends on constant attention to this issue on the part of scientists and the expert community.
