PRECONDITIONS OF THE CURRENT MIGRATION CRISIS: THE CASE OF ITALY

Abstract

The article considers the problem of the formation of the Italian migration legislation in the context of migration processes in Europe in the 1990’s of the XX century. The author analyzed “Martelli’s Law” and “Turko – Napolitano Law”. According to the research results, the author concluded that the Italian migration legislation of the 1990’s was contradictory and the restrictive features were combined with liberal principles that implied full integration of immigrants into Italian society.
