The current article aims to underline the main ideas regarding the regional discrepancies in Roma­nia, making reference to Cohesion Policy, a strategic instrument in the European Union which contributes to strengthening cohesion between regions. Since its accession in the EU in 2007, Romania has seen an impressive social-economic growth. However, nowadays, there are high gaps between its eight de­velopment regions, with Bucharest-Ilfov region being the most developed and three others, North-East, South-Muntenia and South-West Oltenia underper­forming.Apart from general statistical data in this re­gard, the paper presents two theoretical concepts: administrative capacity and strategic planning, that the author considers relevant in understanding the reason of the slow rhythm of growth and develop­ment of some regions. Lastly, the paper wishes to be an incipient theoretical study that would initiate new applied research on the regional imbalances in Romania.
