Two principal arguments are developed in the text: the importance and the role of scientific research in the evaluation of projects, programmes and policies of child education and the need to broaden existing models of evaluation, especially those focused on cost–benefit analysis (used widely by the World Bank), to include new concepts (need, demand and provision) and the chief actors involved (parents/mothers, children and professionals).
