El Gobierno socialista y la atención a la salud mental: la reforma psiquiátrica (1983-1986)

Abstract

El impacto del hecho constitucional en nuestra sociedad y la importancia que la Carta Magna daba a la salud pública influiría en cualquier intento de reforma en el sistema sanitario. Durante los años ochenta va a sufrir una transformación la atención psiquiátrica en su organización. Con Ernest Lluch al frente del Ministerio de Sanidad y haciéndose eco de un sentimiento generalizado entre amplios grupos profesionales estableció las condiciones para el cambio de la salud mental en España: el Informe de la Comisión Ministerial para la Reforma Psiquiátrica (1985) y la Ley General de Sanidad (1986), que promovió la universalización del derecho a la protección de la salud.Palabras Clave: Política social. During the eighties the organisation of psychiatric treatments will undergo a transformation. The Minister of Health Ernst Lluch reflects the common opinion by large groups of professionals of this sector. Her established the conditions for the change to the mental health system in Spain: the Report of the Ministry Commission for the Psychiatric reform (1985) and the General Health Care Law (1986) promoting the universal introduction of the Right to Health Protection.
