In fact, this study demonstrates the roof of a situation analysis through civil society organizations in the local context in Turkey. This study has a special importance in terms of gathering qualified non-governmental organizations closer to the political and social structure of the city in an Anatolian city such as Konya. Moreover, this study includes emphasizing the perceptual dimension of whether they can create meaningful responses for various policy areas. In this respect, this is the main problem area of the study. In this context, the democratic activity of non-governmental organizations in the fields of public policy can only be achieved with the reinforcement of a democratic civil society understanding that stands out with its participatory and accountable qualities. 105 of 108 main organizations of Konya NGO Platform attended these meetings. Participants from the 98 that responded to the interview form 83 is designated in the category of response form can be evaluated in the context of qualitative and quantitative data analysis. In the quantitative outputs of the surveys, it shows that Konya NGO Platform members think that the performance levels of non-governmental organizations are perceptually negative. However, it reveals that their power of influence in the fields of public policy is insufficient and the relations between civil society and public institutions are not seen as positive by the majority in valid questionnaires. In addition, the views that non-governmental organizations should be able to ensure the active participation of young people, strengthening the legal basis of the governance relationship between NGOs and public institutions and establishing free discussion platforms came to the fore. Achieving a democratic character of public policies from decision making to implementation processes primarily requires non-state actors to have democratic qualities. With this study, the development and strengthening of the level of democracy on general public policies in various fields through a civil society roof organization at the local level is evaluated closely with the ability of NGOs to create activities suitable for participatory democracy. However, this study conducted on a local basis reveals the conclusion that NGOs should be democratized before they can make a democratic contribution in the field of public policies.
