UMA ANÁLISE DO PROCESSO GESTIONÁRIO DO PROGRAMA DE AQUISIÇÃO DE ALIMENTOS (PAA): o caso Rio Grande do Norte
Abstract
This article aims to analyze the management of the Federal Food Purchase Program in the state of RN. This analisis is carried through a theoretical review on the evaluation of public policies supported by these article ́s authors as well as by Thoenig and Meny (1992), Draibe (2001), Davis (2006) and Arretche (2006). Methodologically we chose to present a descriptive research and a case study. Semi-structured interviews with staff and managers responsible for implementing the program were conducted as well as observations and document analysis. The instrument issues were based on the theoretical model of Draibe (2001), and the data processed by content analysis. Several weaknesses were perceived considering the decision making and communication categories due to the use of poor planning tools. It was also perceived that the program’s actions are not as decentralized as it is expected to be. They are actually concentrated in certain regions of the state. It is highlighted that the operational subsystem and the logistical actions categories are not guided by accurate and reliable information, thereby causing, form time to time, inefficiency in search of more beneficiaries. It follows that there must be a realignment in management practices of executive programs in Rio Grande do Norte since its bureaucratic apparatus is configured with certain disabilities.
