Formation and development of global information and economic society, digital economy and economy of the Arctic zone impose new requirements to opportunities and competitiveness of the states, regions, organizational and economic systems, clusters and the separate organizations (enterprises). Increase in their efficiency of functioning and development directly communicates formation of such integrated structures as clusters In the conditions of modern economic development the special attention as development of telecommunication technologies and their wide circulation, emergence and use of a various cloud computing and digital platforms, active and almost universal application by the enterprises of technologies of the industrial Internet of things, big data, artificial intelligence provided emergence of the global industrial networks which are going beyond usual understanding of "the industrial enterprise" and "cluster" is paid to issues of digitalization of clusters. Now the innovation-active industrial clusters capable to create, introduce and commercialize innovative products are formed and develop, to use all advantages of industrial digitalization, from communication with what studying of digital potential of clusters and the enterprises in the industry acquires special relevance. The analysis of sources showed that in scientific literature the insufficient attention is paid to questions of a research of the concept "digital potential of a cluster". On the basis of the made analysis of literature and the conducted researches authors formulated a concept and the essence of digital potential of a cluster is specified. The structure of digital potential of an innovation-active industrial cluster in the form of six structural components (subpotentials) is proved: material, financial and economic, scientific, organizational and administrative, personnel, information and telecommunication. In relation to structure of digital potential of a cluster of the Arctic region additional subpotential "Infrastructure" and the indicators of this subpotential reflecting specifics of the Arctic region is allocated. It is shown that assessment of digital potential of an innovation-active industrial cluster includes 3 main stages: justification of parameters (preparatory), assessment of digital potential (research), analysis of results (final). The presented generalized stages in turn are subdivided into 14 private stages, for each of which indicators for assessment of digital potential of a cluster are allocated. The final stage is development of offers on increase in level of digital potential of a cluster and, respectively, its level of its digital activity.
