Internet Resources as a Tool for Strategic Communications: International Experience
Abstract
The analysis of the practice of using Internet resources as a component of the international experience in the development of social communications is carried out. The features of attracting public and scientific libraries of the world leading countries as participants in social networks are determined. It is noted that Twitter, Facebook, YouTube and other social networks form the conditions for the emergence of new models of information exchange that eliminate the monopoly of traditional formalized structures. A new model of communication − a model of dialogue implies the equality of subjects of communication both in the rights to develop certain content and its reproduction or distribution. The most technological states in the world try to use this model to establish effective communication with society through the creation of an Internet democracy system. The electronic petition mechanism and other online tools facilitate dialogue between state and citizens. One of the key ways of adapting modern libraries to the requirements of the time is the active use of the latest information technologies in organizing library work, including the full inclusion in communication through social networks. Modern libraries, thanks to the highly trained employees, the experience and proven methodology for information processing and systematizing, contribute a lot to significant improvement in the quality of Internet communication. Evidence of the steady growth of the Internet resources role in strategic communications is the emergence of the phenomenon of Twitter diplomacy, which is increasingly turning social networks into a full-fledged instrument of international politics.
