UM BALANÇO DAS POLÍTICAS DE EDUCAÇÃO PROFISSIONAL NO BRASIL: de Lula a Michel Temer
Abstract
The objective of this article is to carry out a breaf assessment of the public policies of Brazilian professional education in the period between 2003 and 2018. The results presented are part of a broader research that addresses professional education policies in Latin America and their relationship with the region's conjuncture. Primary and secondary data on the constitution and impacts of four public policies are analyzed: Integrated High School, expansion of the Federal Network of Professional, Scientific and Technological Education, and the implementation of the National Program for Access to Technical Education and Employment (PRONATEC) and of MedioTec Program, expressions of the recent high school counter-reform in Brazil. The results allow to identify the transformations in the set of educational policy based on its relations with the class disputes of Brazilian society, also contributing to a characterization of the power bloc over the period
