The circulation of arms throughout brazil and the absence of an integrated management tool: an analysis of public policy models in light of the brazilian case
Abstract
This paper aims to present the laws and mechanisms to control the circulation of arms throughout Brazil, and the actors involved. Despite this, there is also a fragility of collect and integrate data in an integrated management tool. Another part of the paper tries to make a brief confrontation of some myths built with the rare databases available in Brazil; many of them collected and analyzed more than ten years ago when a unique alignment of political flows occurred. This alignment can be highlighted by the surveys carried out by the NGO Viva Rio, in partnership with the Congress supported by the Ministry of Justice, with the participation of the Public Security departments and observation of United Nations. The article also presents that there is a necessity to look at micro and macro geography when considering public policies. In the Brazilian case, some states like Rio and São Paulo have developed their own mechanisms for collecting and analyzing data and have been able to rank new elements. At the end of the article, the circulation of arms in Brazil and its transnational dimension are presented, followed by a brief attempt to apply theoretical-conceptual models of public policies to the theme.
