ORÇAMENTO PÚBLICO: modelos, desafios e crítica
Abstract
The article analyzes the models imposed by organic intellectuals to peripheral economies, shaping them to meet the large capital. It explores and criticizes the challenges on these ideals budget models practiced in pursuit of transpar ency that more deviate the one interested while enshrines the technicality, a servant of politics, in assemblies of large numbers. Being transparent in the budget is legitimizing public transfers for the private. At the end, it concludes with skeptici sm about new possibilities for public policy through the paths of the budget under neoliberal capitalism.
