DIRECTIONS OF CROSS-BORDER COOPERATION IN THE MARITIME TRANSPORT SECTOR
Abstract
One way of mobilizing resources in transport and manufacturing sector serves the active participation of local business entities in cross-border cooperation that creates the necessary conditions for their dynamic economic development in the medium and long term, and helps to increase their international competitiveness. Strengthening the benefits of participating in cross-border cooperation to the economic sphere of transport and production can be achieved using modern forms of businesses, which occupy key cluster structure, industry and territorial integration associations and particularly maritime clusters. A review of the scientific studies indicates a lack of good research development prospects of cross-border cooperation in transport and production areas at sea cluster formations. In the article the direction of the establishment of marine clusters based on a regional approach and initiative from below is considered. It assumes operation of two groups of clusters: emerging and pre-clusters. Clusters that are generated to the second stage of cluster development cycle the essence of which is that the region established. There are several companies combined to specialization in core businesses and further expansion of cooperation. Clusters coastal areas specializing in sea transportations, logistics, ship repair and shipbuilding. For Ukraine, which focuses on the experience of highly developed European states should strengthen the use of forms of cross-border cooperation in the process of cooperation with neighboring countries. One of these forms of acts transboundary maritime cluster, creating all necessary conditions which has Odesa region.
