The emergence of spaces of encounters between State and civil society around the public policies debate is increasingly recurring. However, it is up to inquire the extent to which these mechanisms were incorporated into the political culture of the society and if they are effective. It seeks to reflect on the dynamics of public deliberation focusing a presentation of the results of the redesign of the Cultura Viva program, of the Ministry of Culture. The objective is initiate some reflections from the observation of the course of events and the discussion that took over the seminar, an attempt to understand this particular event determination by the communicational approach. So, we call upon the concept of public sphere and approaches of deliberative democracy, since it starts from the assumption that the seminar redesign is characterized as a public sphere in the institutionalization process, where negotiations are mediated between different civil society actors.
